Because the options are not locked to the numbers. As new options are added the ordering can change etc. So look for the equivalent menu entry by the text.

Its option 318… But if you built from the retropie 3.0 image it will automatically configure your retroarch configs along with the emulation station configs on first boot.

Pointing the mame.cfg file to the actual RetroPie cfg directory allowed me to save the inputs. I would advise you to ensure that you have the correct path there. I hope that helps.
